Ireland is changing how it responds to first-time drug possession, betting that support can be more effective than punishment. From September 1, people caught for the first time with drugs for personal use may be referred by police to the Health Service Executive (HSE) for assessment and brief intervention instead of immediately entering the criminal justice system, provided they meet the eligibility criteria. Backed by €700,000 in government funding, the program aims to reduce harm, tackle stigma, and help people-especially young adults-before a single mistake turns into a lifelong record. Authorities say traffickers will still face tough enforcement, but for first-time personal possession, the focus is shifting from punishment to prevention.
