People thousands of miles away decide that a practice is ethically problematic. They construct an exemption for the Indigenous inhabitants who actually depend upon it. The resulting market collapses anyway. Then a certification architecture is erected to allow those communities to prove that they are sufficiently Indigenous, sufficiently traditional and sufficiently compliant to sell what they have always produced. Colonial administration has acquired better vocabulary. This is not to say that every wind farm, mine, military exercise, bank loan or wildlife regulation constitutes “ecocide”. That word has a specific and contested legal meaning, and journalism should resist converting moral outrage into a finding of law. But as a political description of cumulative behaviour, the charge is harder to dismiss. The Arctic has repeatedly served as a place where powerful states externalise costs. During the Cold War those costs took the form of abandoned fuel, radioactive material and military infrastructure. In the age of climate policy they may arrive as wind farms, strategic-mineral projects and conservation rules designed in distant capitals. In the age of renewed great-power competition they appear as bases, submarines, surveillance systems and exercises. Different policies. Similar geography. The people closest to the consequences are rarely those with the greatest influence over the decision. There is an uncomfortable irony in the fact that climate change is now exposing — literally in some places, politically in others — the debris of the very model of power that helped create the modern Arctic. Greenland’s melting ice reveals the assumptions of Cold War planners. Sámi resistance exposes the territorial price of Europe’s supposedly immaterial green economy. Willow demonstrates how quickly climate commitments bend when oil, jobs and state revenue enter the room. The seal dispute shows that even benevolent regulation can become destructive when it treats Indigenous economies as picturesque exceptions to rules written elsewhere. The new struggle for the Arctic is often presented as a contest among the United States, Russia and China. That is only half the story. There is another contest taking place within Western democracies themselves: between the language of Indigenous rights and the habits of strategic power; between environmental stewardship and extractive necessity; between the promise of consultation and the reality that the largest projects somehow keep proceeding. The West is fond of warning that the Arctic must not become another arena of colonial competition. It would be wise first to examine how much colonialism it has actually left behind.
