From 1 November 2026, citizens of Russia, Belarus, China, Saudi Arabia and Turkey will need a visa to enter Montenegro. The country is bringing its visa policy into line with EU rules.
There is an exception: holders of a valid Schengen visa, as well as a visa or residence permit issued by Australia, Japan, Canada, New Zealand, Ireland, the USA or the UK, will not need a separate Montenegrin visa. These documents allow entry for up to 30 days, but not beyond their validity period.
A Cypriot residence permit is not on this list: Cyprus is not yet part of the Schengen Area. Some VFS Global centres are already accepting applications for Montenegrin visas. Details - on the Montenegrin government website.
