Riding an e-scooter in Paris now comes with a dress code - and ignoring it can be expensive. Helmets and reflective clothing are now mandatory for users of e-scooters, Segways and hoverboards in Paris and nearby suburbs, with fines of €135 for riding without a helmet and €35 for missing reflective gear. The tougher rules follow a sharp rise in serious accidents: around 1,100 e-scooter users were seriously injured in France in 2025, up 33% from the previous year, while deaths among vulnerable road users also climbed sharply. Paris banned rental scooters back in 2023, but with private ones still everywhere, the city is making safety harder to ignore.
