The shift reflects a broader use of the city as a base for managing cross-border cash and financing operations. The move aligns with Beijing’s push to reinforce Hong Kong’s role as a financial gateway for Chinese firms operating abroad. For SOEs, treasury hubs in the city offer access to offshore renminbi liquidity and global financial infrastructure while remaining closely connected to mainland regulatory and corporate networks. Further concentration of treasury operations in Hong Kong would support the city’s position in offshore yuan business and corporate funding flows.
